All of our physicians are board-certified in radiation oncology and have years of specialized experience in radiation therapies for various types of cancers. Our physicians are experts in the field of radiation therapy and have adopted the latest equipment and technology used to deliver therapy with precision accuracy. Your physician will serve as the team leader for your personalized care and work with other medical staff, including nurses and therapists, to coordinate your individual treatment plan.


Tony O’Steen
CEO/CFO
Tony O’Steen, CPA, is a graduate of Georgia Southern University with a degree in accounting. He began his financial career in the railroad industry before transitioning to a career path in healthcare. Tony is an experienced and successful financial leader with a demonstrated history within the hospital and healthcare industry. His solid financial professional skills are evident within his engagement in physician relations, analytics, reimbursement, budgeting, and multi-specialty practice management.
Tony and his wife of many years, Kristin, enjoy their time together gardening and landscaping, experiencing new adventures, and enjoying genuine time with their family. They have four wonderful sons, three beautiful daughters-in-law, six delightful granddaughters, and two adventuresome grandsons.

Robert L. Franklin III, M.D.
Certified by the National Board of Medical Examiners and the American Board of Radiology, Dr. Franklin is also a past president of the Alabama Society of Radiation Oncology. He was educated at Samford University and the University of Alabama School of Medicine, with further training at Lloyd Nolan Hospital and the University of Alabama School of Medicine in Birmingham.
Along with his wife, Michelle, and three children, Dr. Franklin enjoys outdoor activities in all seasons. He and his family are active members of Vaughn Forest Church.

Michael L. Ingram, M.D.
Dr. Ingram graduated magna cum laude from the University of Louisville where he also received his medical degree. At the University of Louisville, he was president of the student body and received the Department of Pathology Award for Writing. Also board-certified by the American Board of Radiology in radiation oncology, Dr. Ingram has made presentations on various oncology topics and has published articles in the International Journal of Radiation Oncology, Biology and Physics.
Dr. Ingram, his wife Allison and three daughters are members of First United Methodist Church. In addition to involvement in civic organizations, he likes to run, ski, and travel.

Alex Whitley, M.D., PhD
Dr. Alex Whitley holds a PhD in Gastrointestinal Malignancies with a clinical interest in head and neck, gynecological, and esophageal cancers. Among his many honors and awards, Dr. Whitley served as Chief Resident at UAB in Radiation Oncology in 2013; received the 2014 ABS/Nucletron HDR Brachytherapy Scholarship, and was named UAB Clinical Trial Auditor in 2014.
Certified by the American Board of Radiology, Dr. Whitley maintains professional membership in a number of medical societies, including the American Society for Therapeutic Radiology and Oncology (ASTRO), American Society of Clinical Oncology (ASCO), American College of Radiation Oncology (ACRO), and American Brachytherapy Society (ABS). He and his wife Heather have three children and are members of Vaughn Forest Church.

John Jarboe, M.D., PhD
Dr. Jarboe was born in Miami but grew up in Maryland. He is a former U.S. Marine and served two tours in Iraq while in college at the University of Maryland. After graduating from the University of Maryland, Dr. Jarboe completed a two-year fellowship at the National Institute of Health (NIH) in Bethesda. Following his fellowship, he was accepted to the distinguished M.D./PhD program at UAB in Birmingham, Alabama, where he studied and lived for eight years. Dr. Jarboe returned to Miami to complete his Radiation Oncology residency and live closer to his parents, knowing he would eventually return to Alabama. He graduated from the M.D./PhD program at UAB.

Ashley Stough, NP
Ashley Stough began her career in Washington, DC, working in medical oncology at George Washington University Hospital after graduating with a BSN from Auburn University at Montgomery in 2003. Since that time, she has worked in a variety of roles in the oncology setting. In 2014, she completed her MSN at the University of Alabama at Birmingham and became certified as a nurse practitioner by the American Academy of Nurse Practitioners. She joined the team at CARO in August 2019.
Ashley enjoys being outdoors and spending time with her husband and their two pups.
